摘　　要：介绍我国目前铁路线路施工方案编制和管理的现状,依据软件工程的理论,对铁路施工方案管理进行需求分析和数据流程分析,提出基于B/S模式的铁路施工方案管理信息系统架构模式。并对系统的设计目标、模块化结构、网络安全措施、数据库安全措施进行详细的分析与设计,最后简要阐述系统应用情况。It was fwstly introduced the status quo of prograrmming and managing railway construction plan in our country. Then, according to the software engineering theory, it analyzed the demand and data flow of railway construction plan management and presented the framework to set up Railway Construction Plan Management Information System, which was based on B/S model. System design objectives, modular structure, network security, database security measures carded out a detailed analysis and design. Finally, it was summary elaborated system applications.
