摘　　要：社会卫生资源是除政府投入之外的一切用于卫生事业发展的资金形式,是弥补政府投入不足的重要资源。当前社会卫生资源进入我国卫生市场主要有两种形式,即投资兴办新的医疗机构和对现有医疗机构进行改革。社会卫生资源在一定程度上满足了群众不同层次医疗卫生的需求,同时也有助于卫生市场内部的竞争和合作。但由于我国利用社会资金发展卫生事业尚处于起步阶段,在政策衔接、制度完善和监督管理等方面仍存在一定困难和问题。因此,应营造公平的政策环境,鼓励社会卫生资源投入卫生事业发展,将民营医疗机构纳入区域卫生规划,为医疗机构现代法人制度的完善创造条件,完善监管措施,实现法制化管理,鼓励并发挥群众和非政府组织的监督作用,为发展卫生事业创造良好的大环境。Social health resource was all of the non-governmental financing invested in health, which could make up the shortage of governmental investment. There were two main ways of using social health resource, one was to set up new medical institution, the other was to regenerate existing medical organizations. Both of them could fit different demand of populace, and form competition system inner health market. While there were many problems in using health resource because lack of experience, therefore, equitable policy environment should be set up, non-governmental medical organizations should be taken into regional health plan, modem corporation system should be encouraged, inspection system should be perfected to create benign condition to use social health resource.
