摘　　要：通过对煤矿企业安全生产风险抵押金制度特点及意义的分析,并从法律属性、价值目标和权利保障三个角度阐述了此制度的法理基础。指出该制度设计存在存储主体不全面、使用范围小、缺乏奖惩机制和统筹机制、预防功能薄弱等问题,初步提出了完善意见。Through the analysis of characteristics and importance of risk bond system for safety production in coal enterprise and also the description of legal principle basis from three angles of law nature,value aim and right guarantee,the article points out that problems exist in the system such as incomplete of main body of storage,small scope of application,lack of system of awards and penalties and overall arrangement and weak prevention function,it puts forward the initial opinions for perfect the system.
