摘　　要：利用森林经营方案这个平台,可以贯彻落实科学发展观、森林可持续经营理论以及构建社会主义和谐社会的战略,不断提高科学经营森林的水平,从而更好地实现“严格保护、积极发展、科学经营、持续利用森林资源”的方针与目标。利用森林经营方案这条纽带,可以有效地衔接森林资源管理的各个环节,扎实做好森林分类区划、立地质量调查与评价、林业数表编制与检验、森林资源管理信息系统建设等基础工作,构建上下联动、左右协调的森林资源管理新模式,促进我国各级森林资源管理水平跃上新台阶。With forest management plan as a platform, the scientific development philosophy, the theory of sustainable forest management and the strategy of building a harmonious socialist society can be implemented. Additionally, the level of scientific forest silvicultre can be improved continuously, and the policy and target on ＂strict protection, active development, scientific management, and sustainable utilization of forest resources＇can be achieved better. By using forest management plan as a link, all aspects of forest resources management can be taken into account effectively and such fundamental jobs as classification and division of forests, site quality research and evaluation, develop- ment and verification of forestry tables, and establishment of the forest resources management infor- mation system can be done well so as to develop a new mode of coordinated forest resources management and push the forest resources management of our country to a new level.
