内蒙古利用外资的宏观负经济效应及其对策

摘　　要：内蒙古利用外资有其宏观正经济效应,主要体现在促进了经济增长、增加了就业和税收等方面。然而,任何事物都有其两面性,利用外资也不例外,其宏观负经济效应则主要表现为在某种程度上加剧了区内金融风险隐患、不利于区内经济结构的合理化等。鉴于此,内蒙古必须建立一套科学的利用外资的质量标准体系、调控利用外资的规模、优化利用外资的结构,以最大限度发挥利用外资的正面效应,遏制利用外资的负面效应。Foreign capital has made great contribution to employment, tax revenue and economy growth in Inner Mongolian Autonomous Region. However, every coin has two sides, so does foreign capital. The negative macro - economic effects of foreign capital are shown as follows： enhancing financial risks explicitly and implicitly, handicapping optimization of economic structure and so on. So we elaborate on putting forward the counter measures on dealing with these negative effects and enhancing the positive effects. These measures include establishing a set of quality standard indices, regulating quantity, optimizing structure of foreign capital.
