高校理财环境变迁中的问题与对策

摘　　要：高校财务管理的发展与创新的动力来自理财环境的演进,不同的理财环境会产生不同的问题并催生出新的理财方法。随着经济全球化和信息社会的发展以及高等教育大众化时代的到来,高校理财环境发生了很大变化,并对高校理财主体地位提出了挑战,同时,也带来了一系列的理财新问题。在新的理财环境下,高校必须进行理财创新,建立科学规范的财务管理体制、预算管理体系和网络财务体系,以适应高等教育国际化的需要,规范高校财务治理结构。The motivation for universities＇ financial management＇s development and innovation are from fiscal environment＇s grow, differentfiscal environments can have different problems and promote new fiscal methods. The financial work in universities should analyze and think about the financial status carefully.With the opportunists and challenges of the traditional financial management, universities should seek and establish new financial management system and operation system in order to promote the innovation and development of university＇s financial management theories.
