摘　　要：人才是国防科技赖以发展的根本。面临世界新军事变革的严峻挑战,国防科技工业必须加速建设一支具有现代知识和创新能力的人才队伍,才能跟上机械化、信息化的军队建设和发展步伐。从营造以人为本的科技环境、强化人才培育的力度、推进人才队伍的制度创新和机制创新、建立安全保障制度和政策研究体系几方面提出新时期国防科技工业自主创新人才培育的对策与建议。Qualified personnel is the fundament of Defence Science ＆ Technology Industry. Being confronted with rigorous challenge of world military change, only by building a troop of qualifted personnel of modern knowledge and innovating capability, can we keep pace with military development of mechanization and information. First, analyses thoroughly the important status of personnel training＇of independent innovation of Defence Science ＆ Technology Industry. Then, dissects the problems of current personnel training of independent innovation of Defence Science ＆ Technology Industry. On the basis of this, proposes the ountermeasures of personnel training of independent innovation in the new era.
