摘　　要：法治对于新农村建设具有规范制约与促进保障的双重作用。要避免新农村建设转化为政治运动,只有加强法制建设和法制监督,确保新农村建设在法治轨道上运行。Governing by law has dual effect on new country construction ： promoting or restricting its construction. To avoid this situation, we must strengthen the legal system building and supervising the new country construction to ensure it is governed by law all the time.
