加强森林培育是东北重点国有林区可持续经营的基础

摘　　要：森林培育是林业的永恒主题。东北林区是重要的生态屏障,也是重要的木材生产战略基地。实施天保工程后,森林培育的扶持政策仍然缺位,措施不力。要长期坚持科学培育,合理利用,促进天然林顺向演替,实现天然林可持续经营。措施:建立森林科学经营体系,实施分类经营;深化体制改革和机制创新,解决经营主体经营权;完善森林调查方法,强化森林经营方案的法律地位;总结经验教训,加强森林抚育管理。建议:延长天保工程期,把重点落到森林培育上;建立森林抚育专项资金;改革森林抚育采伐限额管理制度;加强育林基金管理;依法编制和执行森林经营方案,完善法制保障体系。Forest cultivation is the eternal theme of forestry.Along with the application of the ＂natural forest protection project＂, ＂two crisis＂ in the foresthnds has been partly solved. However, the supporting policy of cultivation is still absent and the measures are not strong enough. Therefore, building up a scientific forestry manage system, applying classified management, deepening system reform and innovation, clarifying the main body of management,consummating investigation method, strengthening the legal status of management project, summarizing all the experience, strengthening the forest cultivation and realize sustainable management are necessary. Main suggestions： prolong the term of the ＂natural forest protection project＂, make cultivation a top priority, establish a special fired for cultivation, change the quota system of forest fostering and cutting, strengthen the management of cultivation fired, make a forest managementproject complying with rehting law, perfect the legal system.
