摘  要:基于国内外客运专线速度目标值现状及发展趋势,探讨了客运专线速度目标值的技术经济分析方法。针对客流的不同运距构成状况和旅行时间要求,参照沿线其他典型运输方式旅行时间的分析,对客流旅行时间目标值的选择问题进行研究。通过对影响速度目标值方案确定的土建投资、运营成本、客运量、旅客节约时间价值以及转移运量运输成本等因素进行讨论,同时按照效益最大化原则,采用差额净现值法进行比选,对客运专线的备选方案进行技术经济分析和综合比较,提出速度目标值的最佳方案,并对其适应性和跨线列车速度匹配值进行探讨。应用这种技术经济分析方法,对武广客运专线速度目标值进行考查,确定350 km/h的最优速度目标值方案。这种技术经济分析方法,对其他高速铁路和客运专线的速度目标值确定也同样适用。Based on the targeted speed application and developing status in China and abroad, the technical and economical analysis method of passenger special line targeted speed was put forward. According to the tour distance and travel time of passenger flow, the travel time choice of passenger flow was discussed by analyzing the time of others representative transportation type. The effect factors of targeted speed are discussed, including construct investment, operation cost, the passenger flow volume, passenger time saving value, transfer transportation cost, and so on. At the same time, using the maximum benefit principle, the disparities of net present value were used for the projects choosing. After putting up technical and economical analysis and comparing integrative, the optimal project of passenger special line was took out, and flexibility of project and the matching speed of off-line middle train were discussed. Using the technical and economical analysis method on the Wuchang-Guangzhou passenger speeial line, 350 km/h was chosen as the suited targeted speed project. The method of technical and economical analysis can also be used to comprise and select the targeted speed of the other passenger special line.
