摘　　要：执政资源是执政党所拥有且可以支配的物力、财力、人力、权力等有形资源以及思想理论、威望影响等无形资源。执政资源大致可以分为物质资源、精神资源以及物质—精神资源三种类型。作为党的重要的执政资源,新闻传媒与党的其他执政资源相比,有共同之处也有特殊之点。在执政者与作为执政资源的新闻传媒的关系问题上,前者起主导和决定作用。从目前的情况来看,新闻传媒在诸多方面特别是发布重要的政务信息和公共信息以及进行舆论监督等方面,还有很大潜能可以发挥。发挥其潜能,有赖于地方党政领导执政能力的进一步提高。The ruling resources include the material resources, the financial resources, the human resources, the authority etc. Among which are the tangible resources that the ruling party owns and is able to control, as well as the intangible resources, such as the thought theory, the prestigious influence etc. The ruling resources generally include three types:the material resources, the spiritual resources and the material-spiritual resources. As the important ruling resource of the CCP, the news media, compared with other ruling resources, has something in common as well as the special points. The governor plays a dominant and decisive role in the relationship with the news media. Seen from the present situation, the news media still has great potential in many aspects, especially in announcements of important government affairs information, public information and public opinion supervision etc. To play its potential, we need to further enhance the ruling capability of local leaders of the government and the party.
