淮北市水资源管理及超采漏斗控制对策

摘  要:以淮北市为例,综合考虑该地区水资源开发利用现状、未来开采情况及地下水超采漏斗恢复等问题,针对不同水文年份,拟定了12个水资源管理方案,并分别建立淮北市水资源规划管理模型.通过对模型计算结果的分析和对比,认为未经优化的现状开采方案是不合理的,需要对开采布局进行调整.同时,随着未来几年水资源需求量的不断增加,提出了新增水源地的梯级开发方案和过程,从而保证了目前、2010和2030年需水状况下,超采漏斗分别为保持现状、恢复25%和50%的环境、水资源总量及需求量等,提高地下水与地表水的综合利用效率,治理和恢复超采漏斗,使经济效益和环境效益最佳.The twelve projects of water resource management in Huaibei city offer a to water resource exploitation and application now and future in this area, as well year. Models of water resource management are put forward based on these proje comprehensive consideration as in different hydrological cts..Through analyzing and comparing the calculation results of models, it is concluded that the project of water resource exploitation not optimized now is unreasonable, so the distribution of water application should be adjusted. With the increasing of water demand in the future, a step scheme and process to new fountains are put forward. Accordingly, these restrictions, such as the water resource gross, the water demand and the environment to drawdown funnel in keeping present status, from 25% and 50% respectively in present, 2010 and 2030 year, are improved. The integration efficiency of groundwater and surface water can been exerted and drawdown funnel comeback, to obtain maximam benefit in economy and environment.
