摘　　要：筹措农村“低保”资金是建立和实施农村“低保”制度的关键。通过对新疆、甘肃农村贫困人口最低生活保障问题的调查,拟提出筹措和保障贫困县农村“低保”资金的途径和办法:中央、省(区、市)政府财政资金是解决贫困县农村“低保”资金来源的主要渠道,应取消贫困县承担“配套资金”的办法,建立以中央、省两级政府财政支付贫困县农村“低保”资金为主渠道,社会参与救助的农村“低保”资金筹措和保障机制。合理确定中央、省政府两级财政支付贫困县农村“低保”资金的比例,确保贫困县农村“低保”资金及时、足额发放。Financing is the pivot for establishing and implementing the essential living standard security system in rural areas. Based on the investigation on that issue in Xinjiang and Gansu provinces, we intend to put forward some proposals for raising and ensuring money for the rural essential living standard security in poor counties as follows： the finance from the state and province （district or city） levels are the main sources, the matching finances from the poor counties should be canceled; the system that the finance from the state and the province levels are the main channels, social finance should be established; proper proportion of the state finance to the province level should be made to ensure the rural essential living standard security finance which should be in time and enough.
