转型期的和谐社会建设与强化中间层次的社会管理环节——基于对行业中介组织管理的意义与要求的分析

摘　　要：社会主义市场经济体制要求加强社会自我管理能力。行业协会作为实施社会管理的非政府中介组织,可以弥补政府在社会经济管理上的供给不足或承担不宜政府提供的管理协调职能。通过建立行业内的自我约束机制,促进行业内部秩序整治,使行业组织成为民间化解一般商业纠纷的有效中介,并且对本行业与外部的关系发挥协调功能,建立行业与社会和谐合作的纽带。当前行业协会的发展应该遵循“明晰定位,加快转制,增进服务,完善规范”的要求,使行业组织的职能定位更加准确清晰,增强行业协会功能,并通过规范行业组织的建设以促进行业本身的规范运行,从而真正使行业组织在建设和谐运行的市场经济中发挥行业自治自律的主体作用。Socialist market economy calls for the self-management of the society, including strengthening management of community and industrial agency. As the non-government organizationiithat implements social management, industrial association helps government manage the society or take on the harmonizing function that is not suitable for the government. Industrial association becomes the effective agency in interceding common commercial dissension by self-obligation and inside renovation, and links industries to the society harmoniously. Currently, industrial association should make its own responsibility more clearly to serve enterprises and market better. By overcoming its shortcomings and properly running industrial association, it will exert its main influence of self-government and self-discipline on constructing a harmonious market economy.
