西部新农村建设中公共财政支出的作用及其政策优化

摘　　要：西部农村集产业差距、城乡差距、地区差距于一身,差距问题显得更为集中、更为深层、更为复杂,因此,差距问题的解决方式就务必根本、长远、系统。公共财政支出政策可在西部新农村建设中发挥它一定的引导、调控作用。本论文首先指出了公共财政支出对推进我国西部新农村建设的作用,分析了我国在推进西部新农村建设发展进程中公共财政支出政策还面临哪些问题,由此提出了发挥公共财政支出政策积极作用、优化公共财政支出政策的思路与对策。The west countryside is the collection of industry disparity, the city and countryside disparity, the local disparity in one body, the disparity problem appears more concentrate and strongly in-depth, more complex, thus, solution way to the disparity problem must be on basic, for long term and in system. Then the public expenditure politic should play its role of guidance and adjustiee in the west new rural reconstruction. In the begging the present paper had pointed out the function of public expenditure to advances the new west rural reconstruction in our country, then analyze the problem our country public expenditure must still to face in the new rural reconstruction, from this to propose thought and countermeasure to play the display public expenditure policy positive role and optimize public expenditure policy.
