摘　　要：主要对即将出台的《不正当低价出口行为调查和处罚(暂行)规定》,从立法依据、不正当低价的认定、进出口商会和地方商务主管部门的作用、危害对外贸易秩序的认定、出台该规章的定位、实施效果的预测以及解决我国遭受国外反倾销的根本途径等进行了论述。This article mainly elaborates following some questions about Improper Low Price Exportation Behavior Investigation And the Punishment （Temporary） Stipulation ： the legislation basis; improper low price recognized; the import and export chamber of commerce and the place commerce department responsible for the work＇s function; the harm foreign trade order recognized; appeared this rules and regulations the localization; the implementation effect forecast as well as solves the basic way which our country suffered overseas counter-dumping.
