摘　　要：分析了大庆市科技创新服务现状和存在的问题,提出了科技创新服务体系的规划应包括3个方面,即区域分布规划、组织功能规划和信息网络规划,并以大庆市为例,说明了3项规划的具体实施思路和做法。The paper analyzes the current conditions and problems existing in scientific and technological innovation service system （STIS） of Daqing City, and brings forward that the planning of STIS should include three aspects： areal plans, plans of functions for STIS and plans of the establishments of the network platform. We illuminate the thoughts and methods used in realizing three kinds of plans based on an example of Daqing, which have important reference value to STIS system establishment of other cities as well.
