摘　　要：当前我国征地过程中农民权益流失的根本性制度根源在于农村集体土地产权残缺;应当按照土地产权配置市场化的要求,推进农村集体土地产权制度改革,包括明确集体土地产权代表,合理界定集体土地权能,保障农民自主决策和规范土地交易行为等。In the process of China＇s land expropriation, the regime source of the right loss of the farmers is the collective land property defects. In accordance with the marketing of land property rights, we should promote the innovation of collective land property system, which includes determining representatives of collective land ownership, reasonably defining collective land empowerment, protecting farmers＇decision-making and standardizing land transactions.
