突破责任政府研究之藩篱——一种责任政党政府的理论视角

摘　　要：我国责任政府理论研究经过10多年的发展,在责任政府内容及方法等方面取得了积极成果,但是研究中也存在概念不清晰、内容不全面、理论不彻底、研究方法混乱、对国外研究了解不够等缺陷,从而影响了责任政府的研究向纵深发展。责任政党政府理论的导入可以引导中国责任政府研究突破现有的理论困境。在社会转型期,中国共产党及其同盟者的重要历史任务就是切实履行其政治、行政和法律责任,建立现代的社会主义的责任政党政府。Our country＇s responsibility government theory studying has passed through 10 years development, and achieved active result in the facet of its contents and methods, etc, but there are also some deficiencies in the studying, such as the concept is unclear, the content is imperfect, the theory is uncertain, the studying method is disordered and the recognition on overseas studying is insufficient and so on, therefore effected the studying about it to deeply develop. The introduction of responsibility polity and government theory can guide Chinese responsibility government studying to breach the current theoretical predicarnents. In the period of social transformation, The important historical mission of the CCP and its alliances is to fulfill their politic, administration and law responsibilities, and establish modem and socialistic responsibility government.
