摘　　要：新一轮的城市总体规划在时代背景、编制条件和规划统筹等方面发生了深刻变化,坚持科学发展观,提倡政府组织、专家领衔的研究过程,既是对总规技术统筹工作的考验,又是对总规修编组织运作的挑战。结合武汉新一轮城市总体规划的编制实践,介绍了前期研究的组织过程和得失经验,期望能够为大家提供一些有价值的参考。Profound changes have taken place in the new run of？. urban comprehensive planning in the aspects of system environment, market condition, and era back- ground, and it requires the thorough realization of the view points of scientific development, guarantee scientific and democratic decision, and it calls for that the government organizes it and experts lead it, which gives great challenge both to the overall work of comprehensive planning skills, and the organization and the run of comprehensive planning amendments. Combined with Wuhan＇s course and overall design of the earlier stage of research on urban, this article makes a brief introduction to research structure of comprehensive planning , which is based on point view of systematization and focuses on strengthening the control of the course, and working models, which swift system essence and integrate internal and external technique resources. We sincerely hope that this article can provide you with something valuable.
