摘　　要：政治决策系特指具有全局性影响、权威性的公共决策活动。科学性是保证政治决策质量的基本要求。任何政治决策都受到各种复杂因素的制约,比较重要的至少包括政治文化、信息沟通、决策机构的规范性、决策情势以及利益偏好。我国现有决策体制还存在许多问题,改善提高现行政治决策的质量是党和国家在21世纪面临的一项重大课题。新世纪全面建设小康社会和继续完善市场经济的要求说明,不断推进政治决策的民主化、专业化、科学化和法制化是改革与完善社会主义政治决策的必然选择。Policy- making is the process of making authoritative public policies which have influence on the whole situation. Being scientific is the basic qualification of policy - making. However, any policy - making action is restricted by several factors, including political culture, political communication, policy- making organization, pohcy - making situation and interest preference. Nowadays, there are still many disadvantages in our policy - making system. In the twenty - first century, we must reform our policy - making system toward the directions of democratization, specialization, and policy- making process must be more scientific and more governed by the law.
