摘　　要：党的十六大报告明确指出:“理顺分配关系,事关广大群众的切身利益和积极性的发挥。”我们要在党的十六大和十六届六中全会精神指引下,按照科学发展观要求,通过积极采取措施来理顺分配关系,如必须坚持以公有制为主体多种经济形式共同发展的方针、正确处理公平与效率的关系、强化税收对收入分配的调节力度、建立和完善社会保障制度等,这对于体现社会公平,维护市场经济次序,构建和谐社会主义分配制度,更好地完善社会主义市场经济体制,都具有重要的现实意义。The Report of 16th Party Congress points out clearly that putting the distribution relation in good order is relevant to the benefit of people, and also to the development of their enthusiasm. We must accord to the essence of 16 th Party Congress and the sixth Plenary Session of the 16 th Central Committee of the Communist Party of China, on the basis of scientific development standpoint, adopt some measures to put the distribution relation in good order, for example, we must persist the pattern with the state owned sector remaining dominant and diverse sectors of the economy developing side by side ,handle correctly the relationship between the equitability and efficiency, strengthen the power of tax to the distribution of income, construct and perfect the system of social ensure and so on . These have practical significance and are important to embody social equitability, safeguard the order of market economy, construct harmonious socialist distribution system and better perfect socialist market economy system.
