我国粮食经济宏观层面的难题和对策

摘　　要：当前我国粮食经济宏观层面的难题:粮食生产的基础不稳固;粮食直补未能协调好主产区和主销区的利益;我国粮食市场存在“政策型”波动现象。由此提出对策:综合协调粮食主产区与主销区之间的利益关系;培育中间大商业组织,特别是农民专业合作经济组织,对中储粮企业要实行政企分开;建立目标并联的、“二元”稳定的粮食政策结构、利用农产品期货市场破解订单农业发展的风险难题。At present the Macro level difficult problems of our country gain economic： the current foundation of grain＇ s production is not steady; the direct subsidy to grain doesn＇t regulate the benefit relations between the main product area and the main marketing area; there is a iluotuation of policy mode in our country grain market. Aecolxting to this put advice： regulate comprehensively the benefit relatiom between the main product area and the main market- ing area;foster big inter- business organization,especially farmer professianal cooperative economic organizations and make China Grain Reserves Corpora- tion separate goverrm^nt functions ~ enterprise management; found the grain policy structure of connectible aim and steady＇two dualism＇ and make use of futures market to selve the venture of order form agriculture＇ s development.
