摘　　要：体育政策与体育法律各有不同功能和作用,它们在体育改革过程中都发挥着重要作用。倡导依法治体,就要真正理解体育法治的内涵,政府,尤其是各级体育行政部门、地方政府,要在体育法律的范围内指导体育活动,反对体育政策的恶性违法,同时建立体育政策与体育法律的规范冲突监督协调机制、规范政策与法律的规范形态转换机制,充分发挥体育政策前瞻性、战略性和及时性的特点。Sports policies and sports laws have different functions, which play important roles in the sports reform. The sports rule by law requires the understanding of its meaning and the governmental institutions, especially the sports institutions should guide the sports activities by law and prevent sports policy violation. Meanwhile,sports policy and law conflict supervision system and transformation system should be more standardized. The sports policies should be foreseeing, strategy-based and instant.
