摘　　要：固定移动融合成为当今电信界的热点问题,结合现有的网络情况,探索未来的融合之路,也是当前运营商关注的问题,但目前对固定移动融合具体的实施策略还没有完整统一的规划。文章从不同侧面分析了固定移动网络融合的相关实施策略,包括从不同类型运营商角度以及网络不同层面角度进行分析,并提出了相关建议,同时分析了实施固定移动融合对网络运营模式的影响。电信运营商需要结合自身网络结构、运维体制、业务运营模式等作出规划分析,找出适合自己的网络融合之道。The fixed-mobile convergence （FMC） has been at the forefront of the telecom industry recently. The current concern of operators is how to create a converged network using existing network infrastructure. However, there is not a uniform and complete plan for implementing FMC. This paper analyzes FMC deployment strategies for different types of operators as well as different network layers while assessing the impact of FMC on the existing operating mode. An operator needs to decide on a network convergence strategy based on the existing network structure, Operations Administration and Maintenance （OAM） system, and business mode.
