摘　　要：根据商业银行自身的企业特性以及我国银行业的现有格局分布和面临的背景形势,指出我国银行业应该选择“一头两翼”的改革和发展定位,即以商业银行为“龙头”,以政策性银行和“居民信用社”为平衡性发展的双翼。According to the characteristics of commercial banks and the distributing layout and faced background of Chinese banking, the authors point out that banking should choose the ＂one head and two wings＂ reform strategy and developing orientation. Commercial bank is the ＂huge head＂ and ＂two wings＂ are governmental bank and ＂residential bank＂.
