湖北省强县扩权效果分析

摘　　要：为了加快县域经济的发展,缩小与发达省区的经济差距,湖北省借鉴浙江“强县扩权”经验,将大部分经济社会管理权力直接下放给县,促进了县域经济的发展。文章用定量的方法测度并比较“扩权”前后县域经济的综合发展水平,分析“扩权”的效果。In order to speed up the development of the county economy and reduce the economic disparity between the rich and poor provinces, the experience of the policy ＂increase power of the county＂ was introduced from Zhejiang province to Hubei province. These experiences include that the majority of power of economy, society and management is directly given to the county to promote the development of the county economy. This paper employs the method of factor analysis to calculate and compare the synthesis level of the county economy development and analyses the policies effect.
