摘　　要：解决上亿农民工的养老问题已经刻不容缓,但是农民工养老社会化面临的诸多困难使得该制度的推行举步维艰。本文认为,制约农民工养老社会化的根本原因在于农民工劳动力市场现已形成的低层次均衡难以打破,针对这一困境,文章提出了统一指导思想、分摊改革成本、规划发展步骤的举措,从而为解决该问题提供了一些思路。It is no time to delay to solve the problem that how to provide for almost a hundred million of farmer-workers, when they aged. But there are so many difficulties about the socialization of providing for the aged farmer - workers, which make the socialization in trouble. This article deep analyzes the root that restricts the socialization of providing for the aged farmer - workers. It is that the low - level equilibrium, which has already formed in the labor market of farmer work, difficult to break up. Then, aiming at the puzzledom, this article brings these strategic approaches forward, which are uniting guidance idea, apportioning cost of reform, laying the steps of development out. These approaches provide some ideas to solve the problem.
