摘　　要：新型农村合作医疗的管理应当法制化。从管理体制上讲,由卫生部门负责新型农村合作医疗管理的日常事务,确立中央、省、县三级管理机构,明确各级管理机构的权限,完善监督机制,构建内外双重监督体制,对于合作医疗经办机构,其工作人员的选拔应当法定化,面向社会公开招聘人才。最后,要完善相关配套制度,保证新型农村合作医疗的健康、稳定发展。The management of the new rural cooperative medical service should be legalized. As far as the management system is concerned, hygiene departments should be responsible for routine affairs, with three levels of management organizations and with definition of the authorities of each level, and both interior and exterior supervision systems should be improved; as for the cooperative medical service, the selection of its members should be legalized, recruiting talents from society publicly; and finally, related systems should be perfected to guarantee the healthy and stable development Of a new rural cooperative medical service.
