摘　　要：巨灾风险是一个影响经济发展和社会稳定的重要因素,其应对方案是风险管理的重要课题。本文从巨灾风险的公共物品性质这一社会特点出发,论证了保险市场和私人自愿供给的消极性,提出应对巨灾风险时政策干预和引导的必要性,同时提出了金融创新的建议。Catastrophic risk is an important factor which impact on economic development and social stability and should be an important topic in the risk management program. This paper is based on the society features of public goods of the catastrophic risk, evaluates negative supply by voluntary private and insurance market, resulting in catastrophic risk should be intervened and guided by policy and financial innovation.
