摘　　要：介绍针对高速公路调度指挥设计的IP语音调度系统,通过IP语音技术解决高速公路调度指挥中通信方面存在的问题。论述系统的设计与结构,并对主要功能的实现原理和实现方法进行了介绍。This paper introduced the IP voice system in order to dispatch and direct the freeway . The system was designed and developed based on H. 323 protocol of ITU-T. And the IP phones were installed on the toll gateway and the administrator department. Integrated with managing requisition of the freeway, some functions and models were developed in this system. For example, telephone meeting, and telephone unit-selection. At last, some problems of communications were solved through this technology. The paper also discussed the design and the structure of IP voice system, especially, some key functions and the method of realization.
