摘 要:电力系统全部停电后的黑启动过程是一个非常复杂的问题,科学合理的黑启动方案对于电力系统大停电后的快速恢复发挥了重要作用。详细介绍了天津地区电网黑启动的策略,方案制定及实施过程等问题。当出现全网停电而需实施黑启动恢复系统供电时,天津地区电网采用分片分区同时实施黑启动,在完成对各个子系统的主网架恢复供电之后,进行各个子系统间的并列和合环,从而加快了整个地区电网的恢复供电过程。所制订的方案及实施过程均是结合天津电网的实际情况并经深入分析及核算的结果,是切实可行的,已成为调度部门的预案。Restoration of a power system after a complete blackout is a very complicated issue. Reasonable black-start schemes could obviously speed up the restoration process of the power system. The strategy, establishment and the implementation of the black-start schemes for the Tianjin Utility were introduced in detail. When the grid needs to be restored after a complete blackout, the strategy of the black-start scheme is that: to restore the Tianjin power grid at different sub-region and sub-area simultaneously; after the main frame of sub-systems are restored, the paralleling and closed loop operations are carried out among the sub-systems; so the restoration process of the whole power grid is sped up. Since the established black-start schemes and its implementing process are based on the characteristic of Tianjin power grid and are thoroughly analyzed and calculated, they are feasible and practical and have been the pre-schemes of the dispatch department.
