摘　　要：本文认为,建立和完善产业损害预警系统是运用国际通行规则,维护国内产业安全的基础性、前瞻性和预防性工作。建立纺织服装产业损害预警系统对我国服装企业的健康发展与政府宏观调控的正确进行具有重要意义。文章提出,建立纺织服装产业损害预警系统应在坚持实用性原则、定量与定性相结合原则、时效性原则的基础上,合理选择产业损害预警指标体系,建立产业损害预警综合评价系统,从而为我国服装企业应对预案的制定与政府的宏观调控提供科学的参考和依据。The authors embark from the background that the various countries establish the industrial harm early warning mechanism one after another in the international trade, elaborating harm early warning system＇s action and function of the textile clothing industry. As well as establishing system＇s step and principle, bring forward how to establish the target system of harm early warning and the appraisal system in the textile clothing industry. To establish this system, based on adhering to such policy as practicability, combination of quantitative and qualitative analysis, we should rationally choose system of indicators, establish a rating system to provide scientific reference and basis for government macro-control.
