摘　　要：企业成为技术创新主体是建设创新型国家的需要。在中国经济和社会转型加速的今天,要实现这个目标,需要我们从企业、市场、政府、社会等层面进行全面规划。唯有如此,才能推动我国科技体制由政府研究机构主导型向企业研究机构主导型转变,促进中国自主创新能力的提升。That the enterprises become the main body of the technical innovation is the demand of constructing the innovated country. Today, with the acceleration of Chinese economic and social reform, in order to achieve this goal, it needs us to carry on the overall programming from the different levels, such as enterprises, market, government and society, etc.. Only in this way can the scientific and technological system guided by the government be transformed into the system guided by the enterprise research institute, and promote the Chinese independent innovation ability.
