摘  要:当前,国有商业银行完成股改上市后面临的操作风险中,柜面业务操作风险是非常重要的方面。某国有商业银行10年发生的107个经济案件中,基本都涉及柜面业务。柜面业务操作风险控制不好,就可能带来声誉影响、管理影响和发展影响。本文通过阐述操作风险的概念、表现形式、特点和特征,柜面业务操作风险点及表现形式和国有商业银行强化柜面操作风险防范的具体措施等,特别是提出的建立健全柜面业务操作风险管理体制、完善柜面业务操作风险内部控制制度建设、实行科学的柜面业务操作风险管理办法、创新操作风险防范手段、加强操作风险文化建设等5项具体措施,对柜面业务操作风险的防范研究进行了有益探讨。At present, operational exposure at counter is a major operational risk faced by state-owned commercial banks after joint-stock transformation and listing. The 107 economic cases incurred in a state-owned commercial bank in a period of ten years are all related with counter service. If not well controlled, operational risk of counter service will affect a bank's reputation, management and development. In this paper, operational risk is elucidated in terms of its concept, manifestation form and characteristics, risk point of counter service and preventive measures by state-owned commercial banks are given then. Specifically, five measures are proposed, e.g. 1) better the management system; 2) improve the system construction of internal control; 3) practice scientific management; 4) take new preventive measures and 5) strengthen the culture of operational risk. The paper makes a meaningful attempt at how to prevent operational risk in counter service.
