摘　　要：党员干部年龄结构老化、文化水平低、对民主管理认识不够、宗族势力严重、基层党组织工作难度加大等因素严重地制约了农村基层党组织的民主管理过程。加强民主管理,必须提高认识,加强农村基层干部队伍建设,提高基层党员和干部的参政议政能力,严肃党风党纪,加强制度建设,走群众路线。Party members cadre age structure old, the education at low level, knowing the democratic management not enough, grass-roots unit Party organizations job degree of difficulty enlarges by the democratic management process waiting for a factor to have restricted rural area grass-roots unit Party organizations grave. Reinforcing democratic management , must highten the understanding, the sharpening rural area cadre at the basic level team builds, improving the grassroots unit party member and the cadre＇s participation in deliberating and administration of state affairs ability , enforcing party conduction and discipline , reinforcing formulating essential rules and regulations , following the mass line.
