资本监管有效性研究——基于银行特许经营权价值的重新思考

摘　　要：许多文献从风险内在化的角度论述了资本监管对防范银行道德风险的重要性,但却缺乏关于资本监管的有效前提、效率提高等问题的理论分析。本文引入银行特许经营权价值,对资本监管的有效性进行了分析,并得出结论:采取资本监管政策,必须重视前提条件的分析,否则,政策效应可能会适得其反;而且在实施资本监管政策时,要重视政策效率的改进与政策空间的拓宽,同时,不同政策的搭配也是重要的。In this paper, the author uses bank franchise value to investigate the efficiency of regulation on capital. The author reaches a conclusion that we should pay attention to the analysis of precondition when we implement the capital regulation policy. And we should also improve the efficiency of policy and expand the policy space. At the same time, it is also important to coordinate the different policies.
