提单迟延问题与提单转让的适当限制

摘　　要：货物周转速度的提高使提单相对延迟的问题日益凸现,保函、海运单、电子提单等能在一定程度上解决提单的延迟问题,但又都存在缺陷。《草案》的解决方案也颇为不妥。适当改变提单的转让条件则可以较好地解决这个问题。While the shipping speed is raised ,there comes the problem that the bill of lading is relatively slow and retard The letter of guarantee , the sea way Bill, the electronic bill of lading all can solve this problem in some extent , but all these ways are not perfect. The settlement of （the UNCITRAL Transport Act Draft ） is also quite improper. Suitable changes in the condition of transfer of the bill of lading can better solve this issue.
