摘　　要：开放存取运动发展迅速,需要有相应的政策加以引导和促进。目前,我国制订开放存取政策不仅是必要的,也是可行的。国外的开放存取政策,尤其是美国的NIH公共获取政策,对我国制定自己的开放存取政策具有很好的借鉴作用。我国政府应该尽早制定出符合我国国情的开放存取政策。参考文献5。The rapid development of Open Access needs corresponding policies to conduct and promote. It is not only necessary but also feasible for our country to make Open Access policies. Open Access Policies in foreign countries, especially the open access policy of NIH in America, is meaningful for us to learn in making our own OA policies. The government of China should work out the OA policies that fit the situation of our country as soon as possible. 5 refs.
