摘　　要：人力资源总量偏小,能级结构偏低,成为河北省经济社会可持续发展的瓶颈。制定合理的人力资源发展战略,能够有效提高河北省人力资源能级结构,改善人力资源的产业分布、地域分布,提升河北省地域核心竞争力。The gross of Hebei＇ s human re- sources is relatively small, with low level structure, which becomes a barrier in the process of realizing Hebei＇ s sustainable economic development. Making out a reasonable human resources development strategy can effectively improve Hebei＇ s level structure and its industrial location, regional distribution, thus elevate Hebei＇s core competition force.
