我国旅游规划中的不公平现象研究

摘　　要：当前我国旅游规划中的不公平现象,主要体现在忽视当地社区参与、忽视环境保护机制、不顾子孙后代需要、漠视社会公众利益、不尊重人文社会环境等方面。旅游规划中应确立以人为本、整体发展的思想,从创新旅游规划理念出发,在充分考虑旅游规划中利益相关者的利益前提下,极大地消除旅游规划中的不公平现象,以促进当地经济社会的和谐发展。The tourism planning in our country started late and its theory is not perfect and lacks novelty. In the development course of tourism, it will have a direct influence on the harmonious social construction of tourism, whether the profits distribution among the concerned people is fair or not, and whether personal and social relationship is harmonious or not. This thesis is to analyse the unfair problems among stakeholders and their main performance,such as neglecting local community＇s participation,neglecting envirornment protection system, neglecting the later generation＇ s demand,neglecting the social public benefit, and not respecting the social humane environment. This thesis advocates the concept of ＂comprehensive development on the basis of human＂ and uses it in regional tourism development planning and tourism scenery cultivation planning, puts forward a planning which deals with the unfair problems existing in the tourism planning by planning concept novelty, technological routine excellence, and ethics thought construction in order to establish the social harmonious development tourism.
