摘　　要：目的分析“提高预警决策分析能力试点研究”试点省-湖北省各级疾病预防控制中心突发公共卫生事件预警决策分析能力的现状,为制定合理的培训方案提供科学建议。方法对湖北市、县两级疾病预防控制中心从事突发公共卫生事件预警决策分析的专业人员进行半结构化访谈,了解其工作现状、人员状况、监测的内容和报告管理方式、监测数据的利用情况、提高决策分析能力的途径等内容。结果市级疾病预防控制中心监测资料的内容未整合、资料质量和管理尚可,但分析利用的能力不足,难以完成突发公共卫生事件预测、预警的工作。县级疾病预防控制中心仅能完成监测系统的报告任务,基本不具备对突发公共卫生事件进行预测、预警的能力。结论应当对市级、县级疾病预防控制中心专业人员进行分级培训,培训内容和方式上应各有侧重。培训的内容应包括基础理论知识的巩固和更新,典型案例分析等内容。Objective To explore the capabilities of early waming, analysis and decision making for public health emergency events in two levels of centers for disease control and prevention so as to give suggestions on practical personnel training. Methods Semi- structure interviews were conducted to staffs of centers for disease control and prevention of both city and county levels in Hubei Province. The information about the state of personnel, monitoring items, management of reports, using of monitoring data, and ways of improving decision making capability were collected. Results Although the quality and management of surveillance data were comparably good, but the capabilities of centers for disease control and prevention of city level were weak in integrating and anglicizing monitoring data. So the centers for disease control and prevention of city can not perform predicting and early warning for public health emergency events. The centers for disease control and prevention in county only can report the surveillance data and have no the capability of prediction and early waming for any public health emergency events. Conclusion It is necessary to train staff from different level centers for disease control and prevention for different content. The course should be included fundamental knowledge and typical cases studies.
