摘　　要：本文认为,电子政务是“电子”与“政务”的融合,电子公文是电子政务的“血液”,政府要走向更透明、更负责任,必须将电子公文管理纳入电子政务的规划中。为达到这一目的,文中提出了多项建议,并同时论述了国外电子公文管理的相关进展。The author think that the e-governence is the amalgamation of ＂Electronic＂ and ＂Governence＂, and the electronic document is the ＂BLOOD＂ of e-governence. Therefore, if governments want to be more transparent and more conscientious, electronic document management must be brought into the layout of e-governence. To achieve this aim, the author puts forward some suggestions and discusses the newly development of foreign electronic document management.
