体制创新是水污染防治的关键

摘　　要：我国的水污染防治工作,实行分部门负责制,在各级政府部门职责分工中存在明显的职能不清和职能交叉的现象;管理体制的主要问题是地方政府的分散管理。而现行的流域机构不能完成艰巨的水污染防治任务,必须重新塑造。新型的流域管理机构应该是流域管理委员会加执行机构的双层体制。流域管理委员会是在流域内部生长起来的,流域内各级政府对其有较高的认同感,同时,有广泛的代表性,可以极大地提高决策的科学性和权威性。The responsibility of water pollution control is allocated to several government departments in China. Unclearness or overlapping of responsibilities is existed in the allocation of functions of governmental department at varied levels, The main problem with the management system is the decentralization of authority and responsibility of local governments. The current river basin authorities are unable to complete the arduous task of pollution control, so it must be reorganized. The new-type river basin authorities should have two-level system of river basin management committee and implementation institutions. River basin management committees shall be formed within the river basins and be highly agreed by the government departments of all levels within the river basin. Meanwhile it should present widely and has power of scientific and authorized decision-making.
