摘　　要：结社自由权是公民的基本权利。世界各国宪法和国际人权宪章对保障结社自由权作出了明确的规定。中国对结社自由的保障在各种宪法文本中均有体现。组织农会是亿万农民行使结社自由权的重要内容。从历史上看,中国农会经过了不同时期的发展,也曾产生过惊天动地的影响。但因种种原因,农会在中国这个农民人口最多的国家却静悄悄地走向了消亡。市场经济的发展对重建中国农会提出了新的时代要求。如何在宪法和法律的框架内重建农会,充分发挥农会在新时期沟通政府与农民、维护农民权益、促进政治经济发展与和谐社会构建中的特有功能,是时代赋予中国的崭新课题。The right of association freely is the fundamental right of citizens.Safeguarding the freedom of association is pre- scribed clearly in almost every country＇ s constitutions and the Charter of International Hunan Rights,so freedom of association. There were many great effects caused by China peasant association in different periods in history. But because of various reasons, peasant association disappeared gradually.Reconstructing China peasant association is the need of market-oriented economy.In China,it is a new problem that how to reconstructing China peasant association,making use of maintaining the paesants benefits,promoting the government and the peasant,maintaining the peasant＇s benefits,promoting the drvelopment of politics and economy,constructing of the harmonilus society within the construction.
