舆论监督需要科学有序的内部环境

摘　　要：舆论监督的内部环境问题至今还没有受到媒体和研究者的重视。本文通过对部分媒体舆论监督的内部组织结构和管理流程进行考察后认为:媒体舆论监督的内部组织结构和管理流程是否科学,内部环境是否适宜将会直接影响到新闻舆论监督的效果。要促进舆论监督的良性发展,在良好的外部环境构建尚需时日的情况之下,媒体更应该重视内部环境的改造。The problem of the inside environment for supervision by public opinion has not been regarded highly by medium and researchers. Through inspection of the inside organizational structure and the technological process of management for supervision by public opinion, this article draws a conclusion that the effect of press supervision by public opinion largely depends upon whether or not there is a scientific organizational structure, an effective management process and a suitable inner environment. In order to promote a sound development of supervision by public opinion, the medium ought to take the reform of its inside environment more seriously rather than to wait for the overall improvement of the outside environment that may need quite a long time to achieve.
