摘　　要：在水资源供需矛盾日益严峻的情况下,塔河流域展开了水权管理的研究与实践。为了提高水权的时效性、灵活性、可操作性,引入了适时水权的概念,在初始水权与水量调度之间架起了一座桥梁。结合塔河流域实际,以符合流域统一管理的思想将适时水权自上而下分为四级,然后总结了适时水权的调度流程,并提出了六条适时水权管理中有待解决的问题。一个完善的流域适时水权管理系统的形成,将为解决干旱内陆区的水资源供需矛盾提供新的思路。Under the circumstances of the contradiction between supply and demand of water resources becoming more serious, research and practice of water rights management were made in Tarim River Basin. In the paper, the conception of flexible water rights was introduced to set up a bridge between initial water rights and water quantity deployment. By considering the facts of Tarim River Basin, flexible water rights were divided into four levels in the direction of integrated management. The process of timely water rights deployment was then summed up and six problems needed to be solved in the future were brought forward. The formation of a perfect management system of flexible water rights will provide a new way in solving the unbalance between supplying and demanding water resources in arid inland areas.
