摘  要:随着经济体制的转变、政府职能的不断扩大,我国政府效率低下、公职人员贪污腐化等深层次问题越来越影响到我国经济的可持续性发展,如何建立一个高效廉洁、职责明确的政府已成为当务之急。随着我国公务员制度的逐步推行,在遏制国家公职人员贪污腐化方面,高薪养廉的呼声再一次高涨。本文着重从经济学角度,在公务员是理性“经济人”这一人性假设的基础上,以社会市场经济体制为背景,利用政府公务员博弈模型,对“高薪养廉”问题进行初步的探讨,进一步提出公务员适度物质激励的必要性。With the transition of the economic system and the extension of the governmental function, the low efficiency of the government, the corruption among the public service personnel and other serious problems have had a bad influence on the sustainable development of China's economy. It has become an urgent affair to establish a clean and efficient government with clear responsibilities. As the civil servant system is being practiced step by step, to restrain the officials' corruption and contagion, there comes again a strong voice for "High Salary for Clean Government". Based on the humanity hypothesis that officials are rational "economic people", this paper, taking social market economy system as its background, tries to make a primary discussion on "High Salary for Clean Government" from the viewpoint of economics by making use of the game model between government and its employees, and then brings forward the necessity of proper material encouragement for civil servants.
