摘　　要：基础项目融资风险分配是否合理直接决定着基础项目融资能否成功,针对政府和项目主办方共同承担的风险,本文分别研究了影响项目成本和影响项目收益的风险分担比例模型。Whether the allocation of infrastructure project financing risk determines whether infrastructure project financing can succeed. Aiming at the risk shared by government and project sponsor, the paper studied the allocation proportion model of risk which affects project cost and project income seperately.
