摘 要:本文对国防采购中R&D成本补偿模型进行研究,提出了一种新的R&D成本补偿方式———基于定额的R&D成本补偿模型,并对其特性进行探讨,所得结论表明:定额补偿模型不仅形式简单,具有效率,而且在一定条件下具有优良的均衡特性,使得军方可对厂商的投资行为进行控制。与比例补偿方式相比,定额补偿不仅使军方更易控制补偿成本,而且在国防采购实践中更具有可操纵性。此外,对定额补偿方式下厂商投资行为的均衡分析还表明,当参与项目研究与发展的厂商为两家时,不仅可以使军方的补偿费用最少,而且也最容易达到军方所希望的投资均衡。The present paper sets out to study the models of research and development cost-reimbursement in defense procurement and investigate a new model of R&D cost-reimbursement that compensate the manufactures for their R&D cost based on quotas. It comes to the conclusion that this new cost-reimbursement model is not only simple and efficient, but it can be induced to the given equilibrium, which makes it possible for the military to control the manufactures' action. Besides, it is easier and more practical for the military to control its total cost-reimbursement by the new model than the model of cost-reimbursement based on compensation rate. In addition, it shows that if there are only two manufactures that bid for the military R&D, the military couldn't only compensate least for manufactures' R&D, but it can easily induce the manufactures' action to the given equilibrium that the military seeks out.
